Highlands borough was incorporated in 1900 from segments of Middletown Township. Additional portions of this township were added in 1914. The town is located on the Shrewsbury River and Sandy Hook Bay, overlooking the Atlantic Ocean on the eastern part.

The Census Bureau reports its total area at 1.3 square miles. 42.42% of which is water. The population density is high with 5,005 people as of the 2010 census. In 2000, there were 2,820 housing units. The median house or condo value then was $127,200. It increased to an estimated $294,260 in 2009. The January 2011 cost of living index was 22.0% higher than the national average.

As of the 2000, census the age breakdown was 18.8% under 18, 36.8% from 25 to 44, 25.8% from 45 to 64, and 11.3% 65 or older. The median age was 39 years.

The most common ancestries are Irish (33.7%), Italian (19.5%), German (16.8%), Polish (8.2%), English (4.9%), and French (3.0%). The main ethnicities represented as per the 2000 census were 96.10% White, 4.06% Hispanic or Latino of any race and 1.59% African American.

About a fifth (19.9%) of the 2,450 households recounted in the 2000 census had minors living with them. Married couples living together represented 34.4% of the households. The large majority of the households were composed of non-families and of individuals (51.3% and 41.7%, respectively).

Statistics from the 2000 census reveal that the median household income was $45,692, and the per capita income $29,369. Estimates for 2009 place these at $72,552 and 39,138, respectively. The median family income in 2000 was $50,985. Male median income was approximately 60% higher than that of females ($50,296 versus $31,265). About of the population 12.3% was below the poverty line.

The 2010 data for highest educational level of residents age 25 and over reveal that 8.92% did not complete high school versus 34.74% who did. Those with some college or associate’s degree represented 25.69%. Holders of a bachelor’s degree were 19.90% versus 20.65% statewide. Those with a graduate degree were 10.74% versus 12.05% statewide.

From 2005 to 2009, most males engaged in retail trade (16%), professional, scientific and technical services (12%), public administration (10%), and Females worked in educational services (16%), health care and social assistance (15%), retail trade (11%), and professional, scientific and technical services (9%).
